Affordable Housing Project Takes Form in Pico Union


Vertical construction is largely complete for Vermont Manzanita, an affordable housing project located in the Pico Union neigborhood.  The five-story structure, which is being developed by the West Hollywood Community Housing Corporation (WHCHC), will feature 40 one- and three-bedroom apartments units.  According to a document from the State Treasurer's office, rents in low-rise complex will range from $233 to $1,292 per month.

In developing Vermont Manzanita, one of WHCHC's primary motivations is ensuring the safety of at-risk children.  Fifteen of the building's residential units will be reserved for families with children under the age of five.  Additionally, the Children's Institute - a local nonprofit which combats child abuse - shall act as Vermont Manzanita's lead service provider.

Designs from architecture firm Hatch-Colasuonna Studio call for lush landscaping on all levels of the building.  Other private amenities will include a children's play area, a barbeque pit and tenant community garden.

The project, located at 1225 South Vermont Avenue, sits along the path of multiple bus lines.  The building will also accommodate a small amount of automobile parking, with garage space at ground level.

Construction of Vermont Manzanita is scheduled for completion in October 2015.  For housing applications and additional information, please visit WHCHC's website.

Affordable Housing Headed to Wilmington


Planning is underway for the fourth and final phase of the New Dana Strand Village, a 20-acre affordable housing project from nonprofit developers Mercy Housing California and Abode Communities.  The initial three phases of the development opened between 2006 and 2012, replacing a decaying residential complex in Wilmington with a mix of 336 townhouses, one-bedroom apartments and senior-reserved units.  Design work is being handled by Van Tilburg, Banyard & Soderbergh, in collaboration with in-house talent at Abode Communities.

The final build-out of the New Dana Strand Village focuses on eight vacant parcels, located along Wilmington Boulevard, Hawaiian Avenue and West C Street.  The project's case filing with the Department of City Planning calls for a total of 176 residential units, to be constructed in two sub-phases designated IV-A and IV-B.  Both sub-phases would consist of four distinct properties, divided by West D Street.

Affordable Housing Headed Near Vermont/Beverly Station

Much of LA County's Metro Rail network traverses walkable, urban settings.  Neither of those terms describe the immediate surroundings of the Red Line's Vermont/Beverly Station.  Flanked by a gas station and a Hyundai dealership, the auto-oriented locale hardly screams "subway station."  Luckily, change may finally be on the way.  According to an LADCP case filing from earlier this month, an affordable housing development is planned across the street from the station, located at 241 N. Vermont Avenue.  Consisting of 100 residential units, the project would occupy a group of mid-block parcels, spanning approximately one acre of land. Situated on the northern fringe of Koreatown, the development site currently exists as two-story commercial building and supplemental surface parking.  Despite sitting almost directly above a subway station for the past 15 years, 241 Vermont Avenue is currently zoned for use as an auto body/repair shop.  Situations like this really emphasize the importance of the ongoing rewrite of Los Angeles' zoning code.

Brooks + Scarpa Designed Affordable Housing Breaks Ground

According to a Facebook post from earlier this month, the Skid Row Housing Trust has broken ground on the Six Apartments, a new 52-unit affordable housing complex in the Westlake neighborhood.  Keeping in trend with several of SRHT's other recent developments, the project packs quite a bit of architectural punch.  Designed by Brooks + Scarpa Architects, renderings portray a white hued low-rise structure, featuring a street facing urban window and lush ground level landscaping.  Located at 811 South Carondolet Street, the wood-framed apartments would rise five-stories above a first floor parking garage.  A document from the California State Treasurer's Office indicates that the Six would feature a mixture of studio and one bedroom units.  The project, which will cater to veterans and chronically homeless persons, is scheduled for full occupancy in October 2015.

Although most of their portfolio consists of adaptive reuse projects, SRHT has ventured into ground up construction in recent years.  The Downtown-based nonprofit frequently collaborates with architect Michael Maltzan, with previous efforts including the critically acclaimed Star Apartments.  SRHT is also in the midst of construction on the New Pershing Hotel Apartments, a project which converts one of Downtown Los Angeles' last remaining Victorian structures into 69 units of affordable housing.

Affordable Housing Complex Starts Work on Vermont Avenue

According to pictures sent in by an e-mail tipster, a small church near the border of Koreatown and Pico Union was recently demolished, making way for a 40-unit affordable housing development known as Vermont Manzanita.  The apartment complex is being developed by the West Hollywood Community Housing Corporation (WHCHC), and will reserve fifteen of its units for at-risk families with children under the age of five.  The developer has partnered with the Children's Institute, which shall act as lead service provider for future tenants.  Plans call for a five-story edifice, designed by Hatch Colasuonno Studio, featuring first-and-second-floor landscaping, a children's play area, a barbeque pit, and a tenant community garden.  Located at 1233 South Vermont Avenue, Vermont Manzanita is WHCHC's second project within Los Angeles city limits.

Founded in 1986, WHCHC can claim a portfolio of more than one dozen affordable housing communities throughout the greater Los Angeles region.  Although they primarily focus on properties in West Hollywood, WHCHC has previously undertaken developments in Glendale and East Los Angeles.  Perhaps their most visible project is the Patrick Tighe-designed Courtyard at La Brea, a five-story structure located on Santa Monica Boulevard.

Second Half of MacArthur Park TOD Finally Moving Forward


It might be a little behind schedule, but development is finally coming to K.O. the underutilized space atop the Westlake/MacArthur Park subway station.  According to a document from the Los Angeles City Council, Metro and developer McCormack Baron Salazar are gearing up to start work on the second phase of their $45 million MacArthur Park transit oriented development.  Set to rise five stories in-between Alvarado Street and Westlake Avenue, the Torti Gallas/Roschen Van Cleve-designed structure will contain 81 low-income apartments above approximately 17,000 square feet of ground floor retail space.  The highly successful phase one, which opened across the street in May 2012, received over 1,000 applications for its 92 affordable units.  Given that level of demand, it's probably safe to assume that phase two will have little trouble finding tenants.  Especially at a location which provides a front row view of MacArthur Park.  The city memo indicates that work on phase two must commence by March 24, 2014 in order to comply with affordable housing financing requirements.  In other words, Red and Purple line passengers should be on the lookout for construction fencing and heavy equipment.

Affordable Housing Development Coming to Parcel Near USC

A mixed-use development consisting almost entirely of affordable housing is planned for a parcel located down the street from Exposition Park.  Details read as follows:
Rolland Curtis Partners, LLC is the owner of a site located at 1077 West 38th Street in the South Los Angeles Community Plan area in Council District 8.  The Owner is proposing a mixed use project containing 140 residential units, including 138 deed restricted affordable units and approximately 8,000 square feet of commercial space ("project").  The project is proposing a commercial space programmed with philanthropic uses providing medical services to the local community and office space.  The site's proximity, located within 500 feet of the Expo Light Rail stop at Vermont Avenue provides a great transit opportunity.
This new development would take the place of an existing 48-unit affordable housing complex known as the Rolland Curtis Gardens.  T.R.U.S.T. South LA and the non-profit developer Abode Communities purchased the housing complex last year for $9 million.

It's not exciting, but affordable housing is important.  Abode has done good work in the past, and I hope they can churn out a quality product on the Rolland Curtis site.  This location provides ample transit access, with the well patronized Vermont bus lines one block east and the busy Expo/Vermont Metro station right across the street.
